I’m going to take my cues for Steve’s characterization straight from the MCU and his title movies, because going into the comics would derail this very fast, as there’s just too much material. And there’s Ultimate!Steve, and I tend to ignore Ultimate!Steve because it’s not my Steve and I generally pretend Ultimate doesn’t exist.
So, let’s take a look at Captain America: The First Avenger, and how Steve interacts with authority. How are we first introduced to Steve Rogers? He’s trying to enlist. He’s small, and sick and frail but what he lacks in physical qualities he makes up in sheer will, passion and determination. What do we also find out about that scene? Steve was lying on his enlistment form. Bucky calls him on it — repeatedly — he reminds him it’s illegal to lie on the form and one of these days they’ll catch him.
Does that deter Steve? Absolutely not. He drops out of a double date (a shitty one but that was also the last night Bucky was stateside so yeah that hurts a little) and goes, again, to try and enlist, and lies again on his form. Like, can we stress this point a little bit more. Steve was lying to get into the army. He wanted to fight so bad, he wanted to prove himself so bad, he was risking jail — and also clearly stating that he didn’t really much cares for the rules, not when they stood in his way and not when they stopped him from doing what was right.
